I don't think that was ever ANet's intention. Many of the chants require adrenaline which means you'll be fighting.
They also gave Paragon armor that is 80 AL base (same as a warrior) so it seems pretty likely they intended them to be fighting up front like a warrior in many respects.

well, if you really want to be away from the fight and casting more, you could ditch the shield for a focus item, for extra energy.

I think many of the chants need to be combined... and there were so many chants focused on +Energy, when a Paragon has almost no need for energy gain.
I had the most success with a variation of the P/W pre-made. Threw Mending Refrain on everyone while alternating between the two healing chants and "Watch Yourself!". It'd have been nice if the healing chant had activated on skill, however, and not just spell. Or Spell or Attack Skill.

P/Rit or Rit/P depending on where you want energy manegement to come from.
Leadership>Command>Restoration seemed to work fairly well for me, barely used my spear

wel...i guess if you really didnt want to do any damage..you could do a paragon Monk combo and just concentrate on shouts, chants and healing

Hmm, with the limited regen, healing might not be such a great idea. However because they do have that extra armour, a pur buffer could remain in melee without too many problems, able to buff with both paragon shouts, and warrior ones.

support
I'm not sure about a P/mo or P/rit but they do have good support abilities...
ENDURING HARMONY
For 10...30 seconds, Chants and Shouts last 50 seconds longer on target ally.
INCOMING {E}
For 1...4 seconds, all party members within earshot take 50% less damage.
This was all I have really looked at as far as a support for these guys.....Some of the echo's are really nice, well in PvE anyway....But I think it was meant for more of a support role then a frontline keep them in the middle of the group and buff the others.

I believe that would be the elite skill Song of Restoration.
